Test and check battery and fuses ......Check and follow linkage at back of shifter also check adjustment of linkage. As well as shut off switch and the reverser switch
It sounds like you need to adjust the shift lever or move it in an out of gear while holding the starter switch on. this will tell you it's the lever not the switch.
if the direction is a electrical switch or na 3 way switch with a neutral position, then what you say indicates a switch or wiring problem to the switch
doesn't the neutral safety switch open that circuit so you can't start the thing accidentally? if so then i would think you should not any power from the switch when in neutral.

Wit the info you have provided, it might be the ignition switch..- not letting the engine start while jumping the solenoid.. no neutral light.all fuses good,,etc...
Take the switch off and take it to the dealer and have them check it electrically...
