This happens when the blue channel of the VGA cable doesn't work. This can be by an internal defect or by a defective cable. Since you changed the cable already, its the connector.

It could be a corrupt file or a faulty hdd. Press the F8 key when you power it up and choose last good boot option. If it won't boot, purchase an OS disk and boot from the DVD ROM. If it won't load purchase a new hdd and install the new OS.

If necessary, remove the hard drive and wipe it clean(back up first if you have important data on it) and reinstall the hard drive along with the operating system, that's a bit involved I know so if you're not comfortable with it just get a local shop to do it for $40-$50 Max, it may be worth it! If you're confident in your skills just go for it. Remember, a few bucks is nothing compared to losing a lot of process pictures or anything else that's near & dear to you- trust me as I've made this mistake before!

Let me know if this is helpful by clicking "Helpful", feel free to leave very brief review or follow me, I deal with automotive/mechanical/technical and other subjects relevant to daily life. Thanks and have a great day!

cd tray button dead? means power failure. step one is remove that old bad shorted huge battery first. and run on AC pack only(even forever) bad power pack (or wrong kind) bad power jack on PC side it for sure needs service, guessing is not possible (or very expensive) if the P15-s420 (the dash matters ok./) Satellite P15-S420 (is the full name ok?) a true relic with only XP OS loaded. XP is trash, a pure virus magnet. 15 years old today. all batteries inside and outside are bad 15 years old not one will be good, and that is bad. the HDD will be bad too as will the CCFL LCD back lamps bad.(black screens forever) 2004 made, a pure relic with zero value.

worse yet is the DC jack is soldered down and all are cracked now. all are, if not parked on shelf for 15 years.
a better PC has pig tail jack that lasts 10x longer.
like HP 8540 has. and all top grade HP and Dell have.
not this toy grade old laptop

does that mean just those to are dead, not responsive means what
dead or just slow.
does youtube and any of the other 10,000 streams work?
is the internet working on TV , IS IT LAME WIFI?
my LG is Ethernet hardwired, not one failure in 5 years now.
not even a hiccup
we use wifi as only backup,. we use 3G or wired, then wifi in a bind.

so learn that (a test doing this) is a try eye opener.
wired, its just simple cheap cable get one , even 50foot for testing.

is your wifi AP far away or behind bricks or concrete walls.?

Toshiba... | Answered on Jan 06, 2019

the big battery is optional remove it , it is bad.
and run on AC for every (just not mobile)
next this this stinking NiMh rechargeable battery,
it only charges when PC is turned on so let PC run for 24hrs.
to charge this, but in truth never seen one ever last 16years.
not me nor do I expect that to happen
but its on the bottom of the motherboard, blue casing
it must be unsolder, many are now leaking phosphates.
its about dead center bottom mobo.

best is retirment, find PC 7 years newer. and win.

1000s of models of PC for toshiba, and most are diffrent.
100s of classes of PC different for sure.

don't brick your PC, as many do. but whats to lose.?>
finding others with the exact same PC, and lost the pW.
is not easy and then someone who hacked it .
not easy at all, google/youtube is about it.
or tomshardware
