Google search revealed the following - "The 2800 is rated at 10.6 VDC, 8.5 VA which translates to 1.25 amps",
which is rather confusing as VA for practical purposes is the wattage (of the output) and 10.6 volts at 1.25 amps is wattage of 13.25 while the quoted VA of 8.5 suggests a current of only about 0.8 amps is available which I think is somewhat unrealistic. This is presumably for each output...

Probably more help if you provided the full model number.

The programming manual says you can set this in code 82 START. Probably data code 1 is what you want, but look at some of the other codes provided and the parameters that affect them.

Just for grins, be sure all the little DIP switches still match.

What may have happened is that you've pushed the 'TIMER' button and it's gotten stuck; rock it sideways and see if that fixes the holdup. There might be something under the membrane that is sticking it down, too, but that is less likely.

Manual appears to be saying that you press 'TIMER' and then use the up and down arrows to set a time. Does not indicate that you have to push anything after you have selected an hour value.

It appears the company that makes these doesn't have a formal Web presence, and recommends 'you contact the place of purchase' for help (or support material) if you need it. The owner's manual ... if you can find it ... had an 800 number to call for advice; I've had no luck in finding an online copy or even a link containing it, but you might Google if desperate.
From what I see, you press the up arrow until something like "Prog 1" is displayed, then set days and times following prompts. This is similar to many designs of home 'smart thermostat' and perhaps uses the same control logic.

Believe it or not, there's a site that provides manuals for these things, and they have a multilingual PDF of the generic instructions for the series:

Be sure to start by resetting the device with a pen-point or similar tool; the switch is at lower right of the front panel. Programming instructions are too complicated and specific to type here; download and read the manual.
