Question about Buick Cars & Trucks
By 2005 most vehicles are fully computerised and it isn't wise to take any electrical steps unless you are working from a wiring diagram and know what you are doing as getting things wrong can have expensive and inconvenient consequences.
Current to systems tends to be switched by a black box after receiving a signal from the lights, wiper or other switches. Because the systems are digital and dependent on duty cycle an oscilloscope is as useful a diagnostic tool as a voltmeter.

Before you go to the relay--see if you can scrub the fuse holders clean (for the horn and wipers). Remove the ceramic fuses, and take a stiff bristled brush and some rubbing alcohol to the contact surfaces. Vehicles I used to restore (from the South) that had been sitting a while had green oxidation on the fuse contacts that would cause intermittent opens on the circuit.
